Which region is not interested in a well-functioning technology cluster - with many innovative companies developing new innovations together with the scientific facilities on site, thus creating many highly skilled jobs and ensuring a high prosperity in the region?

In order to achieve this, so-called thematic clusters and networks have been established in many regions - supported by public funding for common R&D-projects (Research & Development) and network projects, for the development of centers of excellence and for location marketing (business development). (These efforts are colored orange in the figure above!)

Often, the success of these efforts remain far below expectations (in the medium and long-term perspective). However, other important factors have to be taken into account for the expected breakthrough.

As usual, "soft" factors are crucial for success. A new "Common Spirit" is needed. The region must be open to innovation and see themselves as a "Living Lab" - as a "real-life laboratory for innovation". This does not mean only that the population must be interested in technology by carrying out public events. Rather, the regional economy, administration and science must promote and develop innovation jointly - and not just a few technology-interested people!

The region must also be very interested in trying and using the new solutions (innovations). The innovations are not only known in the region. Rather, the region is proud of its "own" innovations, identifies with and also uses the new technologies. This creates revenues for the companies - either through direct sales or indirectly through the provision of references. These revenues are partly reinvested in new innovation projects. A positive reinforcing loop is created.

This dynamic is further enhanced through 6 additional reinforcing loops. A "Common Spirit" leads indirectly to a "well-functioning Technology Cluster", which is strengthening the "Common Spirit" again. A "well-functioning Technology Cluster" will be considered as a locational advantage by other technology companies in the long-term view. New companies are moving in and strengthen even further the cluster. The same applies to research facilities.

A "Common Spirit" will lead to new funding forms emerge in the region. Business angels are becoming more involved. "Regional crowd-funding" will also arise.

How can a "Common Spirit" be achieved in the region? For this purpose, the region must develop its own vision and mission and use this as a starting point for developing a holistic concept for implementation. If the crucial factors and their interconnections are included in the concept, a "Common Spirit" and a "well-functioning Technology Cluster" will appear in the medium and long term view.
